A method to bring the much needed objective measurements to IT projects, systems options, is presented. The results are analyzed if they really meet the user's needs. In meeting these needs, there are issues to be solved. One of the issues involves deciding between the system options, including ways to complete the project. To solve this issue, the rubric approach is used.
