The free surface problem is one type of flows met in engineering practice. The free surface of a semi-infinite cylinder exited from water was studied for different Weber and Froude numbers using an improved Youngs' VOF (volume of fluid) method to approximate the fractional volume function. The numerical simulation predicted the critical values of the Weber and Froude numbers. For Weber number greater than the critical value, the surface tension effects can be neglected. For Froude numbers greater than the critical value, the Froude number had little effect on the results.
