Internet-access with the guaranteed rate of traffic delivery

摘要：
An approach is considered to calculation of two main parameters of Internet-access (access rate and volume of reserved memory). The approach is based on a quantitative parameter characterizing the Internet-service quality. The calculations show that this parameter is rather useful for both an Internet-provider and a user.
