Deepening the reform of natural gas market in China: Discussion and suggestions

The establishment and operation of PipeChina Group Co, Ltd, marks a breakthrough progress in the construction of natural gas market system in China. In the process of market pattern reshaping, however, there are still many problems, including slow progress of multiple entities, difficult integration of state- and province-level pipeline networks, and unsound systems and mechanisms. These existing problems were analyzed based from the perspective of industrial organization policy and enterprise market behavior. Then, the development prospect of China's natural gas market system is predicted by aiming at the construction of a high-standard market system with Chinese characteristics, safety, efficiency, fair competition, full opening, complete system, and perfect governance under the guidance of ensuring national energy security, promoting the development of productive forces and meeting the needs of the people. Based on this, some suggestions on deepening the reform of natural gas market during the 14th Five-Year Plan are proposed.
