Losses caused by port security incidents during production. Using the capacity management maturity model, this paper proposes the concept of port security management maturity and the evaluation grade division method according to the interval-number theory. Then, an evaluation model of port security management maturity is established based on interval entropy-TOPSIS. The three-parameter interval is used as the evaluation description language to score each index of port safety management maturity; the entropy weight method is used to calculate the index weight, after which the decision-making is realized according to TOPSIS. Based on the 2015 data of nine free trade zones, including Dalian, China, to name a few, an empirical analysis is conducted, the results show that the order of maturity of safety management is Grade 5 in Shanghai Port and Shenzhen Port, Grade 4 in Xiamen Port and Guangzhou Port, Grade 3 in Ningbo-Zhoushan Port and Dalian Port, Level 2 in Zhuhai Port, Grade 1 in Tianjin Port and Fuzhou Port, which proves that the method proposed in this paper is feasible and effective. © 2019, Editorial Department of Journal of HEU.
