Robust scheduling of berth and yard resource template in container terminal

To make scientific and reasonable allocation decisions of terminal resources, based on the operations of import and export ports, a robust template under uncertainty and periodicity was proposed, for the integrated scheduling of berth and yard resources at tactic level. By applying the proactive-reactive decision thinking, a mixed integer programming model was established with the objective to minimize the vessels' total time in port and their deviation from the baseline plan. To solve the problem a heuristic algorithm was designed, where the proactive baseline plan was searched by using an adaptive genetic algorithm with heuristic decoding rule and surrogate objective evaluation, and the reactive phase executed the baseline plan and made adjustment according to a slack time based reactive policy. Effectiveness of the proposed robust scheduling was verified by numerical experiment, thus providing an effective decision method for the design and implementation of multi-resource allocation template in container terminal. © 2020, Editorial Department of CIMS.
