Transportation Network Optimization of China Railway Express Considering Transportation Scale Effect and Congestion

In order to improve the overall operation efficiency and social welfare of China Railway Express transportation network, a bi-level programming model for the location selection of consolidation centers of China Railway Express and flow allocation was established considering the transportation scale effect and congestion. The upper-level model maximized social welfare by determining the location of consolidation centers, and the lower model was a random user equilibrium model based on Logit. A genetic algorithm embedded with a Method of Successive Averages (MSA) was designed to solve the problem. In the context of the existing five China Railway Express consolidation centers, this paper calculated and analyzed the model based on the case study of transportation network from domestic originating cities to Moscow. The results show that the selection of locations based on comprehensive consideration of the freight demand of the originating city and the location condition of the city can improve the social welfare of the China Railway Express transportation network. Besides, the increase in the freight scale of China Railway Express can produce transportation scale effect, while it also will aggravate the congestion and reduce the social welfare in the transportation network. New distribution centers can be built to alleviate congestion and meet the demand of cargo distribution, with preference given to Taiyuan, Xuzhou, Shijiazhuang and Jinan for the location of new distribution centers. © 2021, Department of Journal of the China Railway Society.
