Study on Evaluation Method of the Total Asset Value of National and Provincial Highway Infrastructure

摘要
The Highway is an important infrastructure of the country, and highway asset evaluation is also an important part of highway asset management system. The full assets of highway facilities include all highway infrastructural assets, such as pavement, subgrade, structure (bridge, tunnel, and culvert), and ancillary facility (medial divider, railing guardrail, greening, sign, and marking, etc.). Through the comparative analysis of the commonly used highway asset value evaluation methods, the replacement cost method is selected to calculate the asset value of highway facilities. The evaluation method of the whole assets of highway facilities is studied from three aspects: technical condition evaluation, performance prediction model, and method of asset value calculation. Developing asset evaluation and data analysis of the whole assets of national and provincial roads can make investment decision-makers award of the annual change of the total assets and provide a theoretical basis for making the most scientific and reasonable decisions such as medium-long term plan, annual maintenance plan, investment strategy and implementation plan, and so on.
