The support administration of the Constitutional Court. A study of the Court's power of self-organization

摘要
This study is devoted to the legal regime of the support services of the Constitutional Court of Spain. Starting from the fundamental determinations of the Organic Law on the Constitutional Court (conferral of internal regulatory powers, wide budgetary autonomy, and staff regulations), the internal and external aspects of the institutional autonomy of the Constitutional Court are exposed. The internal one is reflected, mainly, in the Organization and Personnel Regulations passed in 1981 and 1990. The external aspect fundamentally refers to the control of the activity of the support services: asymmetric judicial control in term of the assignment of competence, and control by independent administrative authorities. In relation to the latter, controls on contracts and transparency are analysed, with a critical approach to some recent proposal of amendments to the Law on Transparency, Access to Public Information and Good Governance.
