摘要
Several legislative changes have been taking place in environmental licensing at the national, regional and local levels. In this context, there is often a clash between federated entities, which do not face well-defined boundaries as to the legal limits for exercising their powers. The STF, when facing dissent, has proved to be of little resolution and in this study, its paradoxical decisions on the topic were analyzed, proposing, in the end, suggestive parameters for a better solution. The adopted research methodology used the inductive and legal-propositive method, with a descriptive objective and bibliographic research technique. The S & aacute;nchez (2020) doctrine is adopted to correctly distinguish between environmental impact assessment and environmental licensing.
