Perhaps the most important undebated issue regarding the consolidation of democracy in Colombia is the territorial organization of the State. This writing reveals an aspect that the author considers a breach of the social-territorial contract of the Colombian State, through the discursive and factual construction of the region as a euphemism, evading the mandate of the 1991 Constituent Assembly, to move towards regionalization of the country, and perpetuating the structural limitations of the centralist model in force since the 19th century.
