To solve the problems of information isolation and disjointing in information sharing and business applications between stages in the process of high-speed railway infrastructure construction project, considering the application situation of intelligent technology in high-speed railways in China, the concept of life-cycle management was introduced to build a life cycle management framework for intelligent high-speed railway infrastructure, which can provide a new idea to realize the objectives of the symmetrical management of the whole process, the optimality of the overall benefit of life cycle, and the positive feedback amongst all stages. Under the life-cycle management framework for intelligent high-speed railway infrastructure, combined with the ultimate objective of life-cycle optimalmanagement cost, this paper innovatively put forwardthe basic premise oftotal factor synergism on static time crosssection, the necessary means ofwhole processconditionmonitoring on dynamic time axis, and the inherent mechanism of fusing process flows and information flows through full life-cycle process, which can provide a new theoreticalmanagement basis for the development of China's intelligent high-speed railway in the new era. © 2021, Department of Journal of the China Railway Society.
