摘要
The objective of this article is to understand the reflexes of attitudes towards the change of servers on the organizational capacity for change in the Secretary of Finance, municipality of Santana do Livramento/RS. It refers to a research of an applied nature, qualitative approach, exploratory and descriptive character regarding the procedures, based on a case study. Data collection was carried out through interviews with operational and tactical employees. In data analysis, content analysis was used. The data revealed regarding transformational changes that the flow of information and the existence of strategy are factors that make changes difficult. As for coalitions and the turmoil in the external environment, these proved to be stimulators of change. Regarding transactional factors, the autonomy of units and people, group work and bureaucracy were positive, facilitating the change process. With regard to direction, flexibility and trust in managerial performance, evidence suggests dissatisfaction with professional appreciation and dialogue. Regarding the attitudes that charactedze the behavior of the individual, the evidence suggests attitudes of acceptance. The study lists data regarding factors that influence the processes of change, allowing the elaboration of organizational strategies.
