The state of recidivism and the socio-economic situation of the region

Crime in different regions of Russia has its own peculiarities. In a number of Russian subjects, the criminal activity of the population is increased - the crime rate significantly exceeds the national average. These regions include the Altai Republic, the Republic of Buryatia and the Jewish Autonomous Oblast. In some regions (Republic of Ingushetia), crimes related to drug trafficking are much more common; in others (Chechen Republic), economic crimes. In some subjects, over 70% of the crimes under investigation were committed by persons who had previously committed crimes (Republic of Khakassia, Kemerovo Oblast, Amur Oblast). High rates of recidivism are observed mainly in Russia's subjects where an increased level of general crime is recorded. In the course of the study, the indicators of the socio-economic development of the regions disadvantaged in terms of the criminal situation were compared with the indicators of recidivism. There is a relationship between the level of recidivism and the socio-economic situation of the region: the worst recidivism rates are recorded in regions with low economic and social indicators - the Altai Republic, the Republic of Tyva, Zabaykalsky Krai. These same regions have the highest proportion of grave and especially grave crimes committed by repeat offenders. Recurrent crime in these regions is characterized by a greater degree of public danger, since in its structure a significant proportion is occupied by crimes against life and health. If the average share of crimes against life and health committed by recidivists in Russia is 15.0%, then it is 24.7% in the Altai Republic, 33.1% in the Republic of Tyva, and 20.2% in Zabaykalsky Krai. Thus, in these territories, an extremely dangerous criminological situation has developed with an ultra-high level of recidivism and a widespread crime against life and health. Regions with a high level of recidivism are characterized by the following problems of regional development: economic and infrastructural isolation from the rest of the country and the most developed Russian markets, subsidization; predominance of extractive, raw materials industries; high production costs due to increased transport and energy costs; specific agricultural conditions; low population density; high unemployment; extremely low incomes.
