GENERAL DESCRIPTION OF MURDER SITUATION IN UKRAINE

The article is dedicated to problems related to murders situation study in Ukraine. Basing on critical analysis of statistical data and considering new tendencies in socioeconomical, sociolegal, political and other spheres, the author studies changes in quantative and qualitative attributes of all types of murder in Ukraine and its latency factors. In order to define quantative and qualitative attributes of murders the author analysed official statistical data on all types of murder and crimes in general in Ukraine, on persons convicted for committing these types of crimes, missing persons, on unidentified bodies and data on registration discipline violations by law-enforcement agencies. The changes in crime level in Ukraine (especially in murders) prove that there is a mass and systematic crimes hiding by statistical data manipulations by law-enforcement agencies. These manipulations can be held by means of registration discipline violations. The real crime rate analysis has to be conducted in terms of crimes' expansion and latency rates proportion and in terms of law-enforcement agencies situation and their ability or to investigate different types of crime.
