LOCAL SOCIAL-FACTORS IN A POLICY OF LOCAL ECONOMIC-DEVELOPMENT - THE EXAMPLE OF COVENTRY

In all developed countries undergoing a recession in industry, towns and particularly big cities have, sooner or later, implemented local economic development policies. Coventry, England, waited till 1986-five years after its industry collapsed-to take action. This delay and the measures finally approved are explained not in terms of national institutions and policy but rather through the interplay of local social actors, through their relations and conflicts.
