SHORT-TERM REDISTRIBUTIVE EFFECTS OF PUBLIC FINANCING OF UNIVERSITY-EDUCATION IN QUEBEC

Redistributive effects of public financing of university education in Quebec in 1984 are analysed. Families are grouped by education level of head of family; redistributive effects are assumed to take place within families which are likely to have a child in university during the period of the survey. Benefits are represented by the cost of three forms of public intervention: public subsidies to universities, student aid and tax expenditure. The total value of public intervention is positively correlated with socio-economic status. We are unable to reject the hypothesis of regressivity.
