One of the most important tasks in the communications industry is the further automation of the general-purpose telegraph network (GPTN) and its rapid conversion to data-switching systems (DSS) [1]. The high-capacity data switching centers (DSC) (TsKS-T2, TsKS-T2-RN) [8] can be used for this purpose only at large tandem junctions. A data switching electronic telegraph concentrator (ETC-DSS) introduced on the GPTN network [2] automates area junctions. Regarding regional communications junctions (RCJ) - the most common junction in the general-purpose telegraph network (there are more than 4,000 such junctions nationwide) - there are no modern hardware systems available today for telegram processing at an RCJ using a DS system. This prevents a complete conversion of the network to a DS system. The low-capacity telegraph data concentrator (TDC) developed in the scientific research section of the Moscow Institute of Communications may serve as the primary automation systems for more than 2,000 RCJ's with capacities of 200 to 3,000 telegrams per day.
