MISSILE TECHNOLOGY CONTROL AND THE THIRD-WORLD

Efforts to control missile proliferation by imposing embargoes on technology transfer, equipment and materials are bound to fail in the long run. Such restrictions only strengthen the resolve of emerging space powers to develop their own capabilities. An alternative global approach linking missile,, strategic weapons, space weapons and the 'peaceful' and 'non-peaceful' uses of outer space is necessary. Recent progress in arms limitations between the superpowers provides the world with an unprecedented opportunity to eliminate space weapons. Mechanisms for effective verification are available and could be implemented if the political will exists. © 1990.
