Public policies in the epistemological implications of complexity paradigm in public management

This article shows, from the perspective of epistemological and public policies, that the paradigm of complexity in public management is first to regard the organizations as complex entities in the consolidation of a system of management principles, supported by different disciplines and secondly, the quality of public policies that describes the constructive aspect, technical and the cost, as well as the political quality of decisions of the strategic and paradigmatic participation of the complexity in the public management. The analysis shows that the public policies have been a solution to many problems for a necessary condition, increasing the capacity for the effective and efficient development of criteria. We concluded that public policy in the epistemological implications of complex paradigm in public management can be divided into three aspects: omtological level, at the epistemological, and axilogical level.
