TRANSNATIONAL SOCIAL-POLICY WITHIN TRANSFORMATION PROCESSES

The argument of the paper is developed in two steps which are then coupled by a simple assumption. First it answers the question why the transformation processes in newly reformed countries has to be supported by socially political measures in order to guarantee the simultaneous transition to capitalism and democracy. The simple assumption then is as follows: Providing sufficient sociopolitical support exceeds the possibilities of the newly reformed states. They need aid from the West. Therefore, in an second step, the paper discusses under what conditions the West will be willing to provide such aid.
