摘要：

There are plenty of academic studies about city councils in Turkey. There are 39,500 results when it is searched as "kent konseyleri, pdf" in Google search engine. Although it can be seen hard to produce new things in such a subject on which there are plenty of studies, it is tried to depict efficiency and effects of city councils by applying opinions of members of Union of Turkey City Councils. It is planned to interview with council presidents or general secretary of city councils in the scope of the research. As a result of these interviews, this study is aiming to contribute in detecting problems in mechanism of city councils and producing solutions as much as possible.
