Electromagnetic theory may be stated with or without surfaces of discontinuity. The latter approach is simpler in many respects, but it presents some difficulties if we wish to consider the idealization of 'no time dependence'. This dilemma would arise in electrical insulation studies in which interfaces between media are present. Two rather simple cases are reviewed that illustrate the simplicity as well as the difficulties.
