摘要：
1. The concept of ' monomer substances' inArticle 6 (3) of Regulation (EC) No. 1907/2006** of the European Parliament and of the Council of 18 December 2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), establishing a European Chemicals Agency, amending Directive 19 9 9 /45/EC and repealing Council Regulation (EEC) No. 793193 and Commission Regulation (EC) No. 1488/94 as well as Council Directive 7 6/7 69/EEC and Commission Directives 9 1/15 5/EEC, 9 3 /6 7/EEC, 9 3 /105/EC and 2ooo/21/EC, relates only to reacted monomers which are integrated in polymers (official headnote). 2. Article 6 (3) of Regulation (EC) No. 1907/2006 infringes neither the principle of proportionality nor the principle of equal treatment (author's headnote).
