New notes for local development. A case study: CerrochatoPlan

This paper seeks to portray the experience in local development carried out in Cerro Chato. The history of social collective participation and the genesis of CerrochatoPlan are traced in order to find out why it was established there, who promoted it, how it was dimensionally structured and when it started. Later, a balance of the CerrochatoPlan experience is made from the point of view of collective action as a means of building reality. The dimensions, which the organization established since its origin as its lines of work, are considered. As a result of field work, the local actors' perspective is provided and also a brief introduction to the formation and the objectives of the "Micro Region del Uruguay Profundo" (Micro Region of The Uruguayan Heartland). Finally, an effort is made to find out to what extent CerrochatoPlan is an example of local development, and the strengths and weaknesses of its dimensions from the analytical point of view.
