摘要
What variables should we manipulate to improve the status of women in public administration? Meredith Newman looks beyond gender as an explanatory variable, to an examination of the nature of state organizations, and the extent to which opportunity structures differ according to an agency's mission. Newman concludes that organizations are not created equal. The work environment of each of Lowi's agency types is distinctive, and predicts leadership styles, and patterns of career advancement.
