摘要
Processes of democratic recovery came along with Justice Reforms practically all over Latin America. The most consistent process has been that of changes in the System of Criminal Justice. Initially, it focused on the improvement of procedural guaranties, and later came the interest of providing Criminal Justice with greater levels of effectiveness in clearing-up and sanctioning crimes. In spite of motivations, the process of reform in Criminal Justice evidences differences within the region. The hypothesis is that there will be a group of reforms-that may be considered first generation-where transformations will be unable to dismantle the centrality of an expedient as a judicial work methodology and goals will be limited-given that they do not come with a proper management model. On the other hand, there are other experiences-considered second generation-that have emphasized these factors from the beginning or through the product of "re-reform ". This article attempts to prove that the results of the first and second processes are notoriously different.
