In the context of resource shortages, inconsistent actions of the Federal, regional and local authorities, the weakness of social legislation program-target planning the organization of social protection of the population was objectively the most effective, as it allowed to implement a coherent social policy and to concentrate funding to address the most important issues. There are a number of conditions, without which the program-target approach is ineffective. It is, above all, the ability to develop targeted programs and mandatory compliance with all of their sections. Meanwhile, during the period under study there were not always objective and subjective capabilities to meet these conditions. The study of the quality of the adopted programs, their feasibility, mechanisms and results of the implementation helps to deepen the understanding of specific mechanisms for implementing social policy, and therefore is an important task of modem historical science. Evaluation of the implementation of the Federal program "The Senior Older generation" 1997-1999 is contradictory. On the one hand, insufficient funding and the lack of an unified vision of the older generation did not allow to execute it in full. On the other, it was the first attempt of an integrated approach to improving the situation of elderly persons at the national level. What is clear that there was no increasing of level of social security and mitigate the socio-economic consequences of the transition of the economy for senior citizens, no improving of their social well-being in the period of the program. A new version of the Program (2002-2004) differed from the previous in a better way. However, the results of the Program were quite modest. They would be meaningful as part of a separate Federation subject, but in the entire country practically did not change anything. Two main problems with the implementation of the Program were identified. The first laid in the hasty formation of program activities, when new forms and directions of activity of social institutions were not taken into account and the list of facilities for the primary commissioning was not define. The second problem was related to the distribution of allocated funds of the Federal budget. In the end, after half of the planned Program implementation period, none of the erected in the framework of objects and has not been put into operation. Thus, the main objectives set in both versions of the program "The Senior Older generation" were not achieved. However it was during this period that saw the formation of the program-target approach as one of the leading ways to implement social policy. And bad experience of implementation of the Program served as one of the grounds for change of requirements to the procedure of development and implementation of Federal target programs.
