摘要：
The purpose of this article is to analyze the external control exercised by the institutions of the Legislative in Argentina, Brazil and Chile. The substantive issues of this study are: to what extent institutions responsible for supervision may contribute to the quality of democracy? In other words, do these institutions contribute to increase the accountability of the executive bureaucracy? The study discusses the institutional design of the three countries, pointing out their virtues and problems. The research methodology is qualitative, using the techniques of comparative and documentary analysis. Among the conclusions of the study, I highlight that the effectiveness of control agencies are largely related to their institutional design.
