摘要：

In the article the author treats the negative factors conditioning the deterioration of the operative set-up in the Fuel-Energy Complex (FEC) of Russia. The author analyses the structure of the criminal instigations connected with export of carbo-hydrogen products. He also offers organizational and tactical measures to stabilize the operative set-up in the sphere of export of the FEC products.
