摘要
Regional approaches to environmental governance tend not to fit easily into the federal regulatory systems of Canada and the United States. The Great Lakes Basin, however features an increasingly diverse and innovative set of initiatives designed 20 foster greater regulatory integration across medium, and jurisdictional boundaries. Many of these remain modest in scope and in their early stages of implementation, but indicate growing potential for addressing environmental problems regionwide. These findings confirm an international pattern of environmental regime emergence across traditional dividing lines.
