摘要：
The article features the theoretical problems of licensing some types of entrepreneurship. The major problem is the ambiguity of the concept of type of activity and its correlation with the subject of licensing. Examples from practice of licensing retail sale of alcohol in duty-free shops illustrate the theoretical problems. Besides, the balance of state control, i. e. licensing and customs controls is analyzed.
