The Leading Role of the Central Economics and Mathematics Institute of the Soviet Academy of Sciences in Organization, Management and Development of the Complex Programs of Scientific and Technological Progress

The article describes the leading role of the Central Economics and Mathematics Institute of the Russian Academy of Sciences (CEMI RAS, formerly CEMI of the Academy of Sciences of the USSR) in the organization, management and development of the Complex Programs of Scientific and Technological Progress (CP STP) for the USSR and subsequently for Russia. The authors who took part in the elaboration of all CP STP. explain in detail, that the initiative of the large-scale research in the USSR in this field belonged to the Department of Economy of the Soviet Academy of Sciences and to its research institutes. In the period under consideration, both the Department of Economics and the Central Economics and Mathematics Institute, where the authors worked were both led by the Academician Nikolay P. Fedorenko. The authors explain how the development of the CP STP. They also show the leading role of the Academy of Sciences in the organization and management of the CP STP was managed. Moreover, they briefly describe the content and the practical outputs of all four CP STP, developed in 1972-1988. The content of all four CP STP, which were developed in 1972-1988, and the main practical results are briefly described. Follows the discussion of the methodological principles that guided the development of the CP STP and the importance of these programs for the economic science, the Soviet economy and its management. Special attention is paid to the leading role of the CEMI and its staff in the development of the CP STP. The authors believe that the current management of the scientific, technological and innovative development of the Russian economy must be based on a long-term complex program, which should largely take into account the experience of the development of the CP STP. They also call for the elaboration of the scenarios and alternative ways of development of the economy sectors as well as for the analysis of their condition and technological basis. Thus it will be possible to estimate the impact and the economic effectiveness effect from the use of the new technologies brought by the progress of science.
