摘要
The following article describes a training program for the leading personnel of public hospitals. As a cooperation between the regional Public Health administration and the local university, the training program was developed step by step and implemented successfully. Although highly appreciated by the participants, the training program was nevertheless stopped by a new top management ''for costs reasons''. An investigation of the organisational background as the ''relevant environment'' reveals some of the aspects causing the internal dynamics of the client system. These circumstances represented a degree of complexity that enforced more attention than the program itself and brought about conflicts that finally led to the end of the project.
