The new Organization of the Council of Castile and the Petitions by Macanaz

The reform of the Council of Castile at the beginning of the Eighteenth Century was just one piece in a complete system of political and institutional reforms. The so-called Nueva Planta was a good reform in some aspects, offering a more rational and efficient Council. However, it was also too radical for the time and it could not last. First of all, because it was directed against the dominant, social and professional group of the colegiales. Secondly, the new Fiscal General of the Council, Melchor Rafael de Macanaz, presented too many social reforms in a very short time. Some of these reforms were directed against the interests of the Church and the nobility, or they were too expensive to implement and maintain.
