This article presents, in the first place, a comparative analysis between the concepts of technical prevention (of the disease) and practical promotion (of health). Subsequently, the discursive content about the promotion in the main Plans, Programs and Strategies for Health Promotion proposed in Chile by the Ministry of Health (MINSAL), from the end of the last century and up to the present is reviewed. The negative consequences that have caused a confusing application of the promotion are critically evaluated. It is concluded by suggesting some contributions to health promotion, from a community psycho-social practice that would allow to develop a positive, participative and empowering health.
