摘要：
The paper examines existing approaches to reforming the preliminary investigation. The author criticizes the approach aimed at preserving the investigation forms the preliminary investigation and the monopolization of power in the investigation of the Investigative Committee of Russia. The article develops some of the provisions of the Nizhny Novgorod procedural school related to the reform of pre-trial stages of criminal proceedings, the law of evidence. The author advocates a radical reform of pre-trial criminal proceedings.
