An explanation is proposed for the experimental findings of Radin et al. [Phys. Essays 25, 157 2012)] and of Radin et al. [Phys. Essays 26, 553 2013)] on the basis of a psychophysical interpretation of quantum theory proposed recently by the author as an augmentation of Cramer's transactional interpretation. It is shown by explicit calculation basing on a simple psychophysical modification of the Born rule that the conscious observers) can influence the outcomes of an experiment by sending in advanced waves from the detector absorber) to the source emitter) and thus eliciting the corresponding offer wave from it that is required for the completion of the transaction, thus completing the measurement process. The observer effect is thus not a psychokinetic PK) effect per se but is rather associated with a rearrangement of the quantum mechanical probabilities by means of willful suggestions effected via appropriate advanced waves.
