摘要：
This article discusses the variety of trends assumed by the citizen concept and the omissions and contradictions this term has been covered by, particularly in the neoliberal framework. As a counter proposal, it chooses an active and participative citizenship which can be promoted by Social Workers as a way to advance in the construction of a professional ethical-political project.
