PRESERVATION OF INTANGIBLE CULTURAL HERITAGE: THE EXPERIENCE OF THE NATIONAL REPUBLICS OF SOUTH SIBERIA

摘要
In the paper the problem of preserving and actualization of the intangible cultural heritage is considered in the national republics of South Siberia. Interest in the intangible cultural heritage is determined by globalization processes, erasing the original culture of the peoples. The Convention was signed "On the Protection of Intangible Cultural Heritage" at the 32nd session of the General Conference of UNESCO in 2003. The Convention has not been ratified in the Russian Federation yet. It is noted that the preservation of intangible cultural heritage is given sufficient attention in Russia. The measures for the safeguarding of the intangible cultural heritage at the national level are considered. The aspect of Intangible Cultural Heritage legal regulation in the republics of South Siberia is affected in particular, Altai and Tuva. These Republics adopted regional normative and legal acts regulating the field of intangible cultural heritage that have no federal analogue: the Law of the Altai Republic of December 05, 2008 no. 120-FL "On regulation of relations in the field of intangible cultural heritage of the Altai Republic" and Law of the Republic of Tuva on January 17, 2013 no. 1770 SH-1 "On the Protection of Intangible Cultural Heritage of the Republic of Tuva". Based on the Convention "On the Protection of Intangible Cultural Heritage", acts of the Republic did not bring anything radically new in the principles laid down by the Convention. It is noted that attention to the intangible cultural heritage in regional legislation is related to the priority of this area in the cultural policy of the national republics. The museumification classification of intangible cultural heritage is made. The proposed approach is implemented on the materials on the activities of two museums, the National Museum n.a. A.V. Anokhin and the National Museum n.a. Aldan-Maadyr. In the museum field, particular preference is given to museumification of objects of archaeological and ethno-cultural heritage due to the symbolization of the indigenous population of the republic through the signs of the past. Attention to exhibiting the objects of the intangible cultural heritage indicates their importance as translators of ethno-cultural traditions. It is noted that the introduction of an educational component as a form of museum pedagogy makes the museum a place of immersion in the traditional culture of the ethnic group, promotes the development of ethno-cultural competencies and tolerance. It is concluded that the intangible cultural heritage of the Altai and Tuva receive attention from both the legislative sphere and museum practices.
