A NEW STEP IN THE STRUGGLE AGAINST AIDS IN CHILE. BUILDING GLOBAL POLITICS OF PREVENTION

Chile, country relatively little affected by the HIV (prevalence rate in 0,3 %) is sharp in the fight against the disease. Nevertheless real problems remain to realize the necessary qualitative jump to reach the goal three zeros of UNAIDS. Obstacles to the prevention remain substantial within the populations and quite particularly among the persons who not a priori considere themself as being in situation of risk. How to explain that after a first period of regular decrease of the number of recently contaminated persons (from 1996 till 2000), without going up again, stabilizes at a level certainly relatively low but unsatisfactory in his constancy? How to analyze the success of the prevention in certain circles in risk whereas the whole population seems much less susceptible and reactive to the same types of information? The evaluation of the risk what we roam personally and which we can make roam to others, is it a fundamental element in the change of the practices? Chile, as Latin America generally in many other domains, can constitut on this question of the AIDS, a situation of completely relevant experimental framework for new campaigns of information and raising awareness on one hand and screening on the other hand. To do it, it is indispensable to identify the stakes and obstacles of this kine of process of multidisciplinary international work and transfer and reappropriation of aiming new practices has to reach the goal three zeros for VIH in a irreversible way and develop the spirit of prevention in general.
