摘要：

In this paper the analysis runs in the relationship between the constitutional reform, limits and democratic deliberation as an expression of the uniqueness of the Constitution. Emphasis is placed on the limits to guarantee constitutional rights and in the field of democratic legitimacy that involve constitutional reforms, from the ideal of deliberative democracy applied to constitutional amendment eliminating term limits for the offices grassroots, which is currently before the National Assembly of Ecuador.
