摘要：

For the first time, a labor reform affects so explicity as the opereated public employment in 2012. Multiple standards adopted by Government and transacted in Parliament have imposed a restriction of the labour rights of public employees. The need to reduce the deficit is recorded as the justification of these measures but the existence, effectiveness and efficiency of the public services are in danger.
