摘要：

The "many hands problem" hinders responsibility attribution in collective actions. Many theories have developed arguments against it, but they all face severe criticisms. This paper reconstructs Scanlon's contractarian theory, in order to overcome that weakness, and to eventually offer a framework suitable for assessing responsibility issues that arise in public sphere.
