摘要
The article provides the first Russian criminal legal science study of issues related to counteraction to the most powerful terrorist organization of the World - "Islamic State" (IS). The author emphasizes that IS is not just the first ever terrorist organization-billionaire or world jihad movement leader, but a real terroristic state. The author analyses the legislative measures taken by foreign countries to struggle against IS as the terrorist organization, he also describes the danger of this organization to CIS member-countries. The author formulates the basic directions of counteraction against IS in Russia. These directions include participation in international cooperation aimed at counteraction to information propaganda of the organization as well as deprivation of freedom of movements for IS members. Moreover, the article reasons necessity for legislative measures aimed at deprivation of financial and professional support to citizens who fight for IS in countries of their citizenship. National legislation needs to amended in order to prosecute jihadists upon their return effectively. The author states that the present Russian criminal legislation is not adapted fully to the successful fighting against of terrorist activity of IS, proposes to make appropriate amendments to the Criminal code of Russia.
