摘要：
Special Economic Zones (SEZs) in Russia are not special enough to result in a major FDI inflow to Russia, which is a prerequisite for economic modernisation. The SEZs should either offer more benefits to foreign investors or the SEZs should be abolished. No matter which alternative is chosen, the major policy measures should be directed to improving the immaterial property rights and functioning of the legal system i.e. the improvement of the general investment climate.
