To economic valuation of non-market forest functions from forest policy viewpoint

摘要
The paper proves noticeable economic-political differences between forest production and environmental and social effects, that forest ecosystems form spontaneously or with aimed human contribution. It is stated lack of precise definitions of basic concepts of newly interpreted "all-social functions" of forest, terminological obscurities and objectively unfounded, rather ideologically substantiated rejection hitherto accepted forest functions beneficial to the public as forest services and forest management services to benefit of human society. The paper presents forest-political and environment-political contributions and notes to terms and concepts of forest functions beneficial to the public, to economic valuation and its criteria and also to legal and judicial sphere, especially to efforts in accordance with the advice of the Ministry of Environment to use the ecosystem methods valuation of natural processes in forest ecosystems as the base of administrative and penal law sanctions for illegal operations in forests. We point out constant public practical importance of real non-wood-producing (non-market, non-productive, environmental and social) functions of forest - forest services and forest management services for the human community in water management and soil conservation sphere, in recreation, health, and nature preservation field.
