Foreign Policy Mechanism with the Chinese Specificity

The content of China decision making process and the identity of China's strategemic diplomacy are analyzed on the basis of a profound excursus into the history of the "Confucian way of governance", which differs considerably from the European model. In the author's opinion, in China there appeared not a political culture, but a sort of the specific Chinese administrative behavior model based on the "moral consensus" between different clans of elite, which is now leaded by Hu Jingtao. Contemporary partocracy regime of PRC inherited all the negative characteristics of Soviet "nomenclature", but created the specific Chinese model of institutionalization and "soft" harmonization of state and society interests. However, the build-up of China's strategic power and the sophistication of its social-economic structures actualize the necessity for a new nontraditional political system for the timely diagnosing, softening and solving the new domestic and external problems.
