THE NEW ROAD - OCEAN AND NAVAL ENGINEERING IN THE 1990S

The Navy model for R&D will be to harmonize research and development streams to provide more with less. Navy R&D will focus on areas that are particularly critical to the Navy, less so for the private and commercial sectors. And we will team with industry and academia in important new ways. Industry will be heavily involved in prototyping and demonstration of proof of principle. As we increase emphasis on the technology base, including high risk - high payoff research, we will look to the universities for more participation. And we will develop new means to transition dual use technologies from the commercial sector.
