THE THEORY OF RENT AND THE PROBLEMS OF NATURE MANAGEMENT IN THE NATIONAL ECONOMY

There are considered principal peculiarities of mineral raw materials utilization under the specific natural and climatic conditions and influence of rising in the cost factors in the Russian North. There are identified possibilities and the necessity of forming a mechanism of paying rent in the system of taxation of the entrails utilization, the essence and specificity of withdrawal of absolute and differential rent under the conditions of mineral deposits exploitation on northern territories. There are proposed principles and an improvement mechanism of paying rent in order to raise sustainability of socio-economic systems in the Russian North.
